Complete the Type 2 Exchange rules, the dataset quality verification process, PII identification standards and the standardized data contract set under Law 60/2024.

Appraise corporate data value, support turning intangible assets into collateral and promote exclusive data auction mechanisms.
Priority 03
Workforce training & startups
Work with the University of Da Nang to train 2,000+ data engineers and AI experts and incubate at least 50 data startups at the VIFC Innovation Hub.

Defines data as an important national resource and a key means of production. For the first time it legalizes and sets the operating conditions for Type 2 data exchanges in Vietnam.

Extends Da Nang's special mechanisms for controlled testing of AI products and solutions and intangible-asset exchanges, with legal liability exemptions within the sandbox.

The legal framework protecting citizens' privacy; strict rules on PII anonymization and sensitive-data processing, with penalties of up to 5% of revenue for data violations.
